Worthington’s Communication is dated from Chillicothe, July 5, 1802, and is followed by An Act To enable the people of the Eastern Division of the Territory Northwest of the river Ohio, to form a Constitution and State Government, and for the admission of such State into the Union on an equal footing with the original states, and for other purposes .

Sent to Jefferson by Worthington, who wrote from Washington on December 22, 1802: “I have the honour to enclose to you a copy of the constitution of the state of Ohio together with a communication from the convention of that state . . .”
Thomas Worthington, 1773-1827, Governor of Ohio, was one of the leaders of the “Chillicothe Junto” which accomplished the triumph of Jeffersonism in Ohio and the admission of that state to the Union. Among other activities he was responsible for founding the State Library of Ohio.
